Weekly Irish property market news and insights – for the industry, by the industry  

Message from Carol Tallon: 

Another week, another record in homelessness figures, with 15,747 people— 4,844 children— currently in emergency accommodation; notices of termination continued to be the primary driver of homelessness for families in Dublin, accounting for 42%. While the Business Post reports that ‘landlords rush to exit rental market ahead of new eviction curbs and price penalties’, Davy forecasts ‘big increase in returns’ for major landlords after rental market reforms. All this in the same week that the RTB confirms the value of sanctions against Irish landlords for breaches has reached the highest rate. It is interesting that the RPZs were extended nationwide to avoid the creation of a two-tier rental market… What we now have goes beyond two-tier into essentially being two entirely different sectors, both of which happen to provide rental accommodation. This is driving an utterly foreseeable rental crisis for regional areas, including larger towns, outside of the main cities.

And in the capital, it was interesting to see estate agents are reporting a lack of interest in homes that are overpriced as a ‘noticeable slowdown’ in viewings of €600k Dublin houses. 

While the Government was heavily criticised for delaying the revised Housing for All plan this week, I actually welcome this delay if it means getting the underlying NDP right. As it stands, a €14 billion shortfall for the southern region has already been identified, and this shortfall is similarly pronounced west of the Shannon – enabling a policy of regional decline that will stymie a generation, if not urgently addressed.

On the placemaking front, all attention turned to Dublin this week with the publication of a number of city centre revival initiatives.

And staying with placemaking, the annual ‘Exploring how technology could be used to improve public consultation and increase community engagement for spatial planning and development in Ireland’ survey has now gone to all local authority planning departments.
