Weekly Irish property market news and insights – for the industry, by the industry

Message from Carol Tallon:

Politics and public sector nonsense dominated what ought to have been a productive week for the industry. Comments made at an industry conference were politicised and allowed to distract from the larger housing conversation. [*I was in the room when those comments were made and it is worth noting that the industry does not agree with the SecGen (see poll results below). Frankly, that wasn’t even the most revealing contribution of the day – what our Planning Minister didn’t say was telling…]

Outside of Department politics, almost 1,000 homes were refused planning in proposed developments across Cork city and county this week, while a record number of people in the State are officially recognised as homeless. Latest figures reveal 15,580 were living in emergency accommodation in April, including 4,775 children, which is 100 more than last month.

Unsurprisingly, people believe the housing crisis is deepening under the Coalition, according to the Sunday Independent’s most recent ‘Ireland Thinks’ poll, with 61% thinking the issue has rapidly worsened in the lifetime of Government and just 3% believe it is getting better.

I am among the 3%.

Just this week, I can see it getting better at a policy level, which I believe will filter down to the ground (perhaps not as quickly as needed).

My faith is not blind to the demonstrable failings of this government to date, however, the joint announcement by our Ministers with responsibility for housing and planning this week outlining extensions to planning permission extensions (*conditions: https://propertydistrict.ie/planning-and-development-amendment-bill-2025-approved-by-cabinet-today/) and that JRs are no longer to be counted as part of the life of the permission was the first hint of emergency action. It acknowledged:

#️⃣40,000+ residential units remain unbuilt across 265 inactive development sites in Dublin alone

#️⃣ 15,000 units face planning permission expiry within the next two years

#️⃣19,000 units across 52 sites have been caught up in judicial review processes over five years

#️⃣15,800 units have cleared judicial review but lost critical development time

#️⃣3,000 units remain trapped in ongoing judicial review proceedings

Critically, this legislative move applies retrospectively to permissions that have already been through or are currently in JR but have been permitted. Cabinet has now approved priority drafting of the Planning and Development (Amendment) Bill 2025 and we are assured it will be enacted before the summer recess.

This is the policy action the industry has been waiting for; we understand that more is on the way before Q3…
