These headlines from the Business Post will likely read like a slap in the face to the Housing Minister who – after a stepping up on the planning front in recent weeks – compromised doing the right thing this week. And like all compromises, no one is happy…

Reform of Ireland’s rental sector dominated industry news this week. In addition to the usual Newstalk and iProperty Radio commentary, I joined Chair of the Oireachtas Committee on Housing Micheál Carrigy TD, together with Paul Murphy TD, Michael Byrne and Marcus O’Connor on The Tonight Show to discuss the extension of RPZs across the country. It is the stepping-stone move we needed two years ago to equalise treatment of rents across the country, but coming this week, it felt like a missed opportunity to make the difficult decisions needed – making politics rather than policy. With the mountain of commentary, for this week’s Round-Up, I have selected the most comprehensive views expressed by the various interest groups: Non-institutional landlords, institutional landlords, tenants, developers and smaller homebuilders. The Irish Times sums it up best: ‘Tenants and property owners find themselves in an unlikely alliance in opposing proposed changes, albeit for different reasons’. The Currency has some excellent, and balanced, analysis, which I have also included for context.

?Maybe reform of the rental market should take a secondary position to driving initiatives for increasing homeownership across the country?

CSO data shows the wealthiest 10% of households in the State have a net wealth, over debt, of at least €1,024,000, up from €838,000 in 2020 and the highest ever recorded. Property and homeownership vs. being stuck in rental (or worse, not even being able to rent a home, but only a room within a shared home) is driving this wealth divide. We need to get home ownership initiatives back on the agenda.

The real impacts of development delivery were laid bare by a Wexford hotel developer this week following a three-year delay in securing planning: “It turned a project that would have been hard work to begin with into an impossibility. Unfortunately, there was just no way we could justify the cost…” full story within.

*There are approx. 16 membership and trade bodies contributing to delivery of Ireland’s built environment and they are not currently rowing in the same direction; pitting one discipline against another is diluting policy and this is to the detriment of housing and infrastructure enablement and delivery.
