Weekly Irish property market news and insights – for the industry, by the industry  

“Ireland’s housing deficit remains unresolved, and public tolerance for incremental delivery is running out. 

Polling from the Irish Times and Ipsos shows 64% of voters do not believe the Government is making progress on housing, with only 31% seeing signs of improvement. The Taoiseach maintains that 50,000 homes per year is achievable.

Delivery remains uneven across the country; housing completions in Limerick have fallen sharply while other cities record increases. 

Best use of state stock remains an issue, with nearly 200 vacant HSE-owned properties.

Other market indicators continue to tighten. House prices rose 6.6% year-on-year, with 72% of agents reporting critically low stock. Affordability gaps for standard three-bed homes now reach €24,500 for first-time buyers. 

In the rental sector, 86% of agents expect further contraction as landlord exits continue, despite rising institutional and buy-to-let financing activity, including a 45% increase in buy-to-let demand and €230 million in new funding secured by Dilosk.

And while the Residential Tenancies Bill 2026 introduces tighter rent-setting rules, expanded termination controls and enhanced RTB data-sharing powers – parallel proposals on pension investment risk further constraining rental capital.

EUROSTAT data confirms that nine in ten people in Ireland live in houses (rather than apartments), the highest share in the EU, alongside high under-occupation rates and persistent affordability pressure. 

On the PLANNING front, buyer concern is increasingly linked to delays and infrastructure capacity, with MyHome.ie data showing only one in ten purchasers believe infrastructure is keeping pace with housing delivery. At the same time, local authority retention data points to a measurable rise in unauthorised development. Recent figures from Carlow and Kilkenny show an increasing volume of retention applications for dwellings and ancillary units built without permission, reflecting a broader national pattern highlighted by media investigations documenting thousands of unauthorised extensions, cabins, apartments and one-off homes subsequently seeking retention. 

*There is a clear emerging trend of system avoidance rather than isolated non-compliance, particularly in areas experiencing prolonged decision timelines.

Taken together, these signals bring the focus back to Recommendation No. 1 of the Housing Commission: the need to distinguish clearly between housing demand and housing deficit. Government policy is currently framed around meeting projected demand for more than 300,000 additional homes by 2030. However, members of the Housing Commission have stated that Ireland is already carrying a housing deficit in excess of 250,000 homes, accumulated through years of under-delivery. Treating this deficit as future demand misrepresents the scale of the problem. Without explicit recognition that the system is attempting to meet new demand while also closing a deficit of over a quarter of a million homes, regulatory tightening, market exit and affordability pressures will continue to compound rather than resolve supply failure. Ireland urgently requires a separate stream of ‘emergency’ housing delivery to address the deficit, operating in parallel with the Housing Department’s existing programmes aimed at ramping up supply to meet stated demand.
