Weekly Irish property market news and insights – for the industry, by the industry

Message from Carol Tallon:

“Edinburgh declared a housing emergency in November 2023.

In the US, Treasury Secretary Scott Bessent warned: “We may declare a national housing emergency”.

Last week, EU Housing Commissioner Dan Jørgensen urged investors, authorities and market players to work together on “an emergency impacting more and more EU citizens”.

At government level, Tánaiste Simon Harris has urged that housing delivery be “treated as an emergency”.

Limerick has now declared a Student Housing Emergency, with LCCC acknowledging the scale of local crisis.

Calls for an emergency declaration in Ireland continue to mount, including:

– Richard O’Donoghue TD, Independent Ireland

– Michael Collins TD, Leader of Independent Ireland

– Séamus Healy, who previously moved a Dáil motion declaring a housing emergency

– And most recently, Ciaran Mullooly MEP, who has repeated his call for housing to be declared an emergency in Ireland. As Vice Chair of the European Parliament’s Special Committee on the Housing Crisis in the European Union, he has backed proposals for fast-track planning approvals, planning reform and accelerated delivery, arguing that the country can no longer afford the delays.

Meanwhile, the new ‘Accelerating Infrastructure – Report and Action Plan’ was published. It identifies 12 barriers to delivery and sets out 30 time-bound actions. Taskforce Chair Seán O’Driscoll warned in the Business Post: “We are losing billions because of our infrastructure problems.”

The rental market continues to deteriorate:

– 5,400+ tenancy terminations last quarter

– More expected before March 2026

– Government now emailing landlords planning evictions, asking them not to proceed, to slow the exodus

Housing supply remains critically constrained:

– Just 7,896 new homes delivered in the first nine months

– 2,300 fewer than Department of Housing projections

The real question at this stage is not whether we declare it — but what emergency action would look like on the ground.

So we ask:
