Post-Summer Housing & Policy Briefing – September 2025: The early summer months saw a raft of policy activity, with huge implications for Ireland’s housing and planning system. Most notably, the Housing Supply Target Methodology for Development Planning, Guidelines for Planning Authorities (2020) has been replaced by new Section 28 Guidelines on National Planning Framework Implementation – Housing Growth Requirements. This follows the approval of the Revised National Planning Framework (NPF) in April 2025, which sets out a requirement to plan for approximately 50,000 additional housing units per year to 2040.
