Weekly Irish property market news and insights – for the industry, by the industry

Message from Carol Tallon:

We are heading into November with the familiar and uncomfortable headline that homelessness has reached yet another record high – more than 16,500 people, including over 5,200 children in emergency accommodation. How? There has never been more money allocated to homelessness. Is it because we are resourcing the MANAGEMENT of homelessness (thus creating a sector in itself) than SOLVING homelessness?

Across the Irish Sea, the Financial Times offers a cautionary tale: ‘New homes: even if you build them, there’s no one to buy them.’ While this might seem irrelevant in the Irish context, I am starting to hear similar concerns from estate agents across the country – increased fall-throughs on both new and second-hand homes, particularly in the latter. When a sale goes back under offer, we’re seeing price reductions, at least modest ones.

Is this the beginning of a trend in Ireland mirroring the past six months in Britain?
Or is this limited to higher-value homes (say, €500k+)?

Estate agents – I would genuinely appreciate your insights on this one.

Meanwhile, Government is seeking a new Housing Activation lead (‘housing tsar’) on a salary of €217,000. Critics will focus on the number, yet as developer Ciaran Fitzpatrick – who joins us on the Construction Leaders podcast this week – puts it in the Business Post today, it will be “money well spent if it unlocks large sites”. If activation is truly the brief, then this role must be empowered to deliver – not just administer.

The conversation around European housing policy is getting louder, thanks to The Irish Times. Brussels is exploring how the EU can help fix Europe’s housing crisis. Proposals on the table could give Member States more freedom to subsidise the delivery of affordable homes. If Ireland is serious about our upcoming EU Presidency next summer, this is the moment to lead from the front.

MEP Ciaran Mullooly pulled no punches, stating: “People will say Ireland can ignore it [European Parliament’s influence on housing delivery] – but Ireland can’t really ignore it. The €15 billion European housing programme will come with strings attached. Europe will say: these are the modern building methods we want to see, these are the timelines, and this is how it must be done. Closer to home, Government is also looking to emergency planning powers to accelerate infrastructure – an attempt, perhaps overdue, to stop the tail wagging the dog. Minister Darragh O’Brien has called out the “cottage industry” around judicial reviews – a small number of legal actors exerting a disproportionate drag on national delivery.
