Weekly Irish property market news and insights – for the industry,by the industry  

The headlines this week reflects a housing delivery system under growing pressure. While 2026 delivery exceeded expectations by 20% and homeless figures decreased by 262 last month – which is a welcome move in trajectory – the signals for 2026/2027 remain concerning. 

Public procurement is under scrutiny following fresh allegations of bid-rigging and cartel behaviour in major State contracts, while local authorities are increasingly taking enforcement action against private developers for breaches of Part V social housing obligations. 

Development outcomes were mixed geographically, with positive activity reported in Waterford, Limerick, Donegal and other counties, but a particularly difficult week in Cork where two large-scale residential schemes, already granted planning, were appealed by local residents. 

At national level, proposed rent reforms have triggered multiple disputes, with the Housing Minister facing legal threats from five of Ireland’s best-known developers; The Irish Times has followed the story closely, including a legal analysis of the prospects for litigation. 

At the same time, market concentration and policy fragility are colliding, with close to 60% of housing delivery concentrated in the Dublin region and delivered by a small cohort of large players. 

The wider context is increasingly stark, with the EU Housing Commissioner warning that the housing crisis risks undermining democracy itself and calling for a “huge wake-up call” across Member States.
