Housing starts have fallen to their lowest level since the Covid lockdowns, yet somehow the Government’s newest new housing plan, Delivering Homes, Building Communities 2025–2030, was not the most consequential publication this week. Despite being dated June 2025, the Report of the Approved Housing Body Strategic Forum was quietly released on the same day – read into that what you will… It sets out an ambitious reform agenda, but the underlying data exposes structural weaknesses across Ireland’s AHB sector and clarifies the shifting sentiment we’ve been hearing from private developers, homebuilders and local authorities over the past year.

On placemaking, the past 72 hours have been awash with ChatGPT-style summaries of the latest housing plan, but most overlook a critical reality: for 36% of the population, Government is still relying on Our Rural Future 2021–2025, a pre-Covid policy now due for public review before Christmas. Yet it remains the foundation of rural housing policy. The plan acknowledges that despite clear guidance that people with genuine economic or social need “should be facilitated in all rural areas”, this is not applied consistently nationwide. In response, Government promises a National Planning Statement to set rural-housing criteria for local authority development plans (Action Point 8.5). Long overdue.

Infrastructure is really the story of the week. Following the NDP review, we finally saw two of the long-awaited sectoral investment plans: the Department of Climate, Energy and the Environment’s Sectoral Capital Plan, and the Water Services and Water Quality Plan. Also, Minister Darragh O’Brien secured Cabinet approval for a policy proposal to establish a dedicated MetroLink statutory delivery body.

On workforce and student housing, Government signalled that a new five-year Action Plan for Apprenticeships (2026–2030) is expected next year, and that a new Student Accommodation Strategy 2025–2035 “will soon be published”. Both will matter: the first for construction-sector capacity, the second for project pipeline and for easing pressure on local rental markets.

Much now depends upon the Accelerating Infrastructure Taskforce report – due in the coming weeks – which must tackle the systemic bottlenecks slowing delivery across every region.

This comes in a week where I continue hosting Rural and Regional Placemaking Roundtables and cross-disciplinary scenario-planning sessions, most recently in Brussels this week. The focus is blunt: what would an emergency-style delivery response to Ireland’s decade-long deficit of 250,000 homes look like – running in parallel to the Housing Department’s business-as-usual approach to meeting ongoing requirement for 60,000+ homes annually? This is not an incremental improvement exercise. It is a second, emergency delivery strand that front-loads infrastructure, cuts through sequencing failures, and empowers delivery authorities to actually deliver. We all know the “why it won’t work” list. I’m interested in the ‘how it could’.
