New home completions hit record high as 36,200 homes delivered in 2025
CSO figures show 20% annual increase with apartment delivery up almost 40%

More than 36,200 new homes were completed across Ireland in 2025, marking the highest annual level of housing delivery since the Central Statistics Office (CSO) began compiling comparable data in 2011.
Figures published today in the CSO’s New Dwelling Completions Report for Q4 2025 show that 36,284 dwellings were completed during the year, representing a 20.4% increase on 2024. The data confirms a significant acceleration in housing output compared with previous years.
Over the past five years, almost 149,000 new homes have been delivered nationwide. This compares with just over 83,000 homes completed between 2016 and 2020, and fewer than 30,000 in the five-year period from 2011 to 2015, highlighting the scale of change in delivery levels.
Apartment construction was a key driver of growth in 2025. A total of 12,047 apartments were completed during the year, an increase of 38.7% on 2024. This represents the highest annual apartment completion figure since the CSO began recording the data series, following a sharp drop in apartment output the previous year.
Scheme housing also continued to grow, with 18,308 scheme dwellings completed in 2025, up 13.1% year on year. Single dwellings increased by 12.5%, with 5,929 completed during the year. Overall, scheme dwellings accounted for just over half of all completions at 50.5%, while apartments made up 33.2% and single dwellings 16.3%.
Delivery remained heavily concentrated in the east of the country. Dublin and the Mid-East region, comprising Kildare, Louth, Meath and Wicklow, accounted for 57.6% of all completions in 2025. At a local level, Clondalkin in Dublin recorded the highest number of completions of any Local Electoral Area, with 1,399 new homes delivered.
The final quarter of the year showed particularly strong momentum. In Q4 2025, 11,994 new dwellings were completed, a 38.5% increase compared with the same quarter in 2024.
Welcoming the figures, Minister for Housing, Local Government and Heritage James Browne said the data pointed to a clear ramp-up in housing supply, with more than 232,000 homes completed over the past decade and over 161,000 delivered since mid-2020. He highlighted the rebound in apartment construction as a key indicator of progress, while noting that housing demand continues to outpace supply.
The Minister also pointed to recent Banking and Payments Federation Ireland data showing mortgage drawdown volumes up almost 8% in 2025, with first-time buyers accounting for 60% of all drawdowns. More than 27,600 first-time buyer mortgages were drawn down during the year, the highest level since 2008.
While the latest CSO figures mark a record year for completions, the Department of Housing said further increases in supply will be required to meet ongoing population growth and housing demand, with the Government’s new Housing Action Plan, Delivering Homes, Building Communities, intended to drive delivery in the years ahead.
